The difference between them was that I had saved each with a different encoding from TextEdit, then I quit TextEdit.
But, when I opened the three files with TextWrangler, TextWrangler correctly diagnosed each of the three files.
So the encoding must have been recorded in each of the files somehow.
I'll pose this on the TextWrangler list to see if I learn anything there.
