Unless you are a registered state organization or non-profit, there is no
real **internal** reason to have them formally reviewed.
You might want to check with an attorney or your insurance agent to be
certain that any verbage your state requires to help protect officers
from personal liability (or at least limit it as much as possible) is up
to date.
As to when they become effective - again, unless there is some state or
federal regulation because of your standing, your organization, by Board
or membership vote, can designate the effective date.
