These are common problems among users groups. I have been involved in various groups, three total (I was in the military for the early years), since 1987. I have been with my current group since I moved here in 1990. The means you employ to resolve these difficult situations can determine how your club survives in the future.

A few thoughts about my current club. We have no by-laws. I have often thought that this is a liability. No one, however, seems willing to put forth the effort it would take to rectify the situation, and the status quo seems to be functional even if it is other than ideal. Our officers are elected on a as-needed basis. Generally the term is for as long as they are willing to take it and when they step down we elect a replacement. I was President for 4 or 5 years before work required me to take a less active roll. A new position was created by my replacement, and I was appointed, in an effort to keep me involved (previous ex-Presidents had rapidly disappeared after stepping down). At present we have no active secretary, and the treasurer (who has been so since about 1990) is only periodically available (although we have little funds anyway). We long ago abandoned the idea of a library, and it hasn't really been missed since most folks have internet access. I think dues collection has essentially ceased, but this again hasn't been critical since our operating costs are minimal (web site is donated, and newsletter is distributed electronically). We are a small club, probably only 50 members with fewer than 20 being regularly active. It has been very difficult at times to keep things rolling along. I have always been interested in the club becoming more organized and formalized, but it exists as the masses desire and that is good (and much better than nothing).
