Hi David,
Anyone can become a MUG but they have to follow certain rules if they want to
be listed in Apple's Locator system - the current question. When they apply,
groups are checked to some degree: their website has to be live and fairly up
to date, they have to have three verifiable contacts, and a minimum number of
members. In addition, the records are revisited every so often to make sure
the group still exists and is an Apple group.
