Your message contains a couple of misconceptions:
1) A CD Burner is not necessary. Build a small Local Area Network using
two Ethernet cables and a 4-port hub in place of a CD burner. Once you
figure out how to set up her mac to do Windoze networking it should be
able to talk to her laptop and download files to her heart's content.
If her Windoze laptop has a USB port you might also be able to find a
USB Zip drive that can be alternated between the two machines. You
could even use a USB hard drive for this purpose. If her laptop has
firewire that would be even better, but it is rather unlikely.
2) If you can find someone in your group who charges for house calls
and knows how to solve her problem, by all means let her make a pay
connection. People value advice that they have to pay for more than
that which they do not. I have seen any number of these situations
where the burdens on the Good Samaritan mount up very rapidly as the
end user fails to recognize that they have to invest some effort in the
process on their own.
