Fred,
The user group leaders who you are trying to rally in support of a piece
of legislation introduced by Congressman Goodlatte deserve a more
complete picture of where that bill is sitting and what are its prospects.
H.R. 744 passed the House of Representatives and was referred to the
Senate Committee on the Judiciary in May of this year. There it sits -
since May. No hearings are scheduled on that bill.
Judiciary is one of those backwater committees that has to deal with
international treaties, judicial nominations and other non-trivial
stuff. Somewhere way down at the bottom of a pile of pressing national
and international issues is your pressing issue.
Anyone who has taken Capitol Hill-101 can tell you that trying to
blizzard the Senate in an attempt to "help get your senators behind the
Spyware Prevention Act . . ." is a non-starter. That approach will not
get this HR to rise much on the pile of real stuff that Judiciary has in
front of it. It does desensitize office and committee staffers come the
day we really want to get their attention.
However noble the cause, this is not the way to support it.
