I was beginning to think this list had no members, glad to see some participating.
My thoughts and ideas on each of your points.

First off clearly define the role for each board member. In our group, the 1st VP is the programs chair, responsible for each monthly program. IMHO, this makes the 1st VP the hardest board job.
What our current 1st VP has done, and it works really well, is to have a programs committee outside of the board meeting. He invites members to participate but for a very short commitment, say 3 meetings to plan for the next quarter. This has very been successful.
So, right off the bat, our UG has a regular meeting, the Exec committee meeting and a programs committee meeting each month. Any member can attend any. That is 3 chances a month for Mac geeks to get together. Yes, committee meetings do accomplish group business, but we also learn Mac stuff here as well.
Next push to your group that the best way (and I believe this to be true) to get the most from your Mac, is involvement in your UG. I push the idea that TMUG's role is to help members get more from their Mac. That is why we do this.

You know, you're correct to say that recognition is key. It certainly is. It is one thing for me to offer opportunity for involvement. If there is going to be recognition for a job well done at the end, I'm betting more would become involved, more would join the group. I need to work on this!
the supplying of information to users - help function of a UG - really can't stop. But programs really are going to need to be more active, resulting in reward.

How about - an iPhoto slideshow contest.
Let's all set aside a meeting.
Ask members to bring in photos on a topic we decide - say "I love my Mac." Tell them you need 20 or so photos. that will let you know how many per participant.
Them at the meeting, divide into groups, and hand out the photos, tell each group to create a iPhoto slide show. Music and all. They might need to tweek the photo, crop it, change the color, etc... Do what ever they want.
By the end of your meeting - your group can decide on the best - best over all show and best single photo.
Export that slide show to a QT movie
We here at TMUG can host those on our server.
Over the course of the next month - all submitted slideshow can be viewed and voted on. We can use SurveyMonkey.
Then we can give honors to the winning UG. And we'll all have access to a QT movies with a theme, I love my Mac.
Could be fun, if we can enough interested.
