PacketDecoder2 fails

Every time I open PacketDecoder2 (v1.4) I get the following error:

IOServiceOpen()
Error e00002bd returned.

The application remains open at this point, but no packets are captured.
I'm using a PB G4, latest developer tools, and 10.3.2 update. Normal
bluetooth operation is fine (ie. keyboard and mouse work).
