You'll need an app on iPhone2 as well. iOS does not advertise by itself otherwise.
So you'll need an app to advertise and in order to enable iPhone1 to connect to iPhone2.
Once connected, iPhone1 can query the services on iPhone2. ANCS should be part of the response on iOS 7 or newer.
You can try this using a BTLE test app like LightBlue (this test app supports both central and peripheral roles).
