It is the easiest for engineers at Apple to test your app with an actual device, but at the same time, I suppose, their priority is to ensure that your app will not behave badly under usual circumstances.
Since you are in this special situation giving them a call/direct e-mails may be your best option before going crazy with finding alternatives.
