You most assuredly misunderstood them. I don't think they were suggesting that Quartz be ditched in favor of ogl, but rather that Quartz use ogl for hardware accelerated rendering. In fact I know this idea has been discussed inside Apple.

Has Apple changed its mind on this issue? Given that most Macs running MacOS X
these days have access to accelerator cards it would almost be stupid not
to support this, unless of course they want to avoid writing software OGL
drivers for the cards they don't want to support.
