Well, yes and not: the AppKit does not look like it is useable soon, but the
Foundation *IS* *HERE* and works quite well.

But not on Windows without some substantial effort on your part with the compiler and ObjC runtime (as you mentioned in personal email exchange).
So I would say GNUStep is only an alternative on Linux for the Foundation classes.
