Check out "Providing User Assistance with Apple Help," the canonical
document for all things Help Viewer. You can find it at

There's an O'Reilly Network article that some folks have found useful,

Finally, there's a little tutorial for providing basic online Help with

I'm sure there was some magic variable needing set in the plist file?
