Help on adding help

I'd like to add a basic help .rtf or .html text file using the Help menu but it always wants to launch TextEdit or IE and never the Help Viewer.

Any pointers to where in the documentation I should be looking ("Programming Topics: Online help" is no help). I'm sure this went by in the last few weeks and had a reply from one of the kind Apple folks - but searching the archives for this topic just seems to return almost every message ever sent (so many references to help).

I'm sure there was some magic variable needing set in the plist file?
