Other sites? As far as I know there is only two sites and one only does
some tutorials, the other is more substantial (cocoadev.com) with it's
information. CocoaVitae will be all, and structure isn't complicated as
you think. A full-featured Cocoa site.

this is what I mean by code library and sample code and related
tutorials and articles.

There will be categorization of API, ADC's poster of Cocoa Classes is a
good example for that.

We do need a code library, I think you mentioned PHP.net; they do have a
code library.

It is a collaboration system that enables the most efficient
communication between experienced developers and new developers. It is
not a forum. Not everyone can speak up. Not no-necessary comments or
rant is allowed. only help and ideas and knowledge is shared on
CocoaVitae Collaboration System.

The project is already in development in WO 5, and it is going to be a
WO site. In future I would like to get involved in WO too on
CocoaVitae, this is why I chose WO. I would have loved to choose
Objective-C for development if it was supported by Apple. WO 5 is pure
Java..

Have you actually used WebObjects? See this book:-)

[WebObjects retain];
