There was an interesting point made by an Apple guy at WWDC. He said
that
the people who know enough to write the documentation are the guys
frantically fixing bugs and implementing requested features and writing
the
demo apps. In the end you have to ask yourself what you prefer these
guys to
be working on. Clearly getting the bugs fixed, and the missing features
implemented before writing the documentation and sample code is the
only way
to get it "right, from the start."
A feature is only worth what's written down in documentation.
I'm not speaking of well revised, perfectly formatted manuals. But if
somebody is capable of adding a new feature, (s)he should be able to add
a note to the man-page, too. Mostly to mention it and the developer/user
knows, the feature is there.
