I don't understand your rant. The above problem is clearly addressed in Mac OS X: you can specify for each and every single file in the Finder which app shall open it, no matter what the standard app for this file type is. I.e. metadata as you call it is applicable; it's just that this is determined by explicit user action, and not by the - IMHO stupid - automatism that it always will be the app that the file was used with the last time.
