Well, a good example of a reason to add to System Preferences would be
when someone is making a UI application. If someone would make the
control strip for instance on OS X, it would be appropriate for such an
app to have its preferences in the System preferences since it would
perceived as being a system level UI element, even if it is implemented
as an application. Also, if someone writes an application like a
background server, having the configuration options in the System
Preferences would be appropriate.
I just think it would be nice if Apple provided us with a clean
interface for this.

What are you trying to accomplish? The only thing public about the sys
prefs
is that one can write screen-saver modules that will get picked up by
Preferences.app. You typically put your modules into a user's
"ScreenSaver"
folder or applicable shared area.
Maybe if you describe the problem you're trying to solve, there may be
suggestions on how to approach it.
