Well, a good example of a reason to add to System Preferences would be when someone is making a UI application. If someone would make the control strip for instance on OS X, it would be appropriate for such an app to have its preferences in the System preferences since it would perceived as being a system level UI element, even if it is implemented as an application. Also, if someone writes an application like a background server, having the configuration options in the System Preferences would be appropriate.


Yes, if someone make a frontend GUI-based preference tool for a GNU command-line application, it could be great to have it in System Preferences...
