TBH, I wouldn't mind really if Apple did charge a modest sum - like 20 or 30 ukp - for the developer cd because the software and documentation, as well as the support on the developer site is very good. However, by giving it away with every copy of os X they are saying to a whole new mac generation 'Here, try this, you might like it'.
Then become either a select or premier ADC member. When I was a student,
I couldn't afford MPW. But now that I'm working, I've chosen to pay for
all the software I use... if only to support and encourage good work (not to
mention, because I can).
Not only do you support Apple's tool development, but you get other benefits
as well.
