While it is true that all systems, even those installed in alternative
languages, have the english names for most folders in the file system, Apple
has made some adjustments to the system that indicate that this could change
in the future. There are localized template folder structures for various
alternative localizations in this location:
/System/Library/UserTemplate/
However, currently none of the templates are really localized. I don't know
if it would be a good idea to take the UserTemplate folder names into
account. This is something to ask the Apple engineers during feedback forum
session FF008 "International Technologies" during WWDC :).
