That's simply not true - the Objective-C language can be used on any platform to which GCC has been ported, and the Foundation and AppKit frameworks are available on a variety of non-Apple platforms via GNUStep.

While Java with Swing is very portable, Java with Cocoa is anything but. There is JIGS, the Java Interface for GNUStep, but that's far from complete. If you want to use Cocoa, and portability is a concern, then Objective-C is by far the best way to go.
