NSToolbarItems with menuFormRepresentations broken on Jaguar (6C115)

I wonder if anyone knows what's going on with this, or has a work-around:

Toolbar items with menuFormRepresentations "lose" items in their (sub)menu
when you do the steps listed below:

1. Run any Cocoa app with toolbar items that have a menuFormRepresentation.
Apple's "Toolbar Sample" will exhibit the problem, as will other
"mainstream" apps like OmniWeb (if you put the encoding popup into the
toolbar).
2. Switch to text-only mode in the toolbar. See that the toolbar items with
menus work (seemingly) properly.
3. Switch to icon-only mode in the toolbar. Don't have to actually do
anything else.
4. Switch back to text-only mode. Now click the toolbar item with the
menuFormRep that you used in step 2. NOTE that there is now one less menu
item in the menu!
5. Repeat steps 3 & 4 and notice that each time another item is deleted.
Eventually all the items will disappear and clicking the actual toolbar item
will make IT disappear.

Are all these apps perhaps doing something wrong that's no longer
compatible?

Can anyone think of a work-around?
