You could contribute to the GNUStep project - there's some work going on there on a GPL'd clone of EOF. I don't know the status of the clone, though; the documentation is minimal, and several years old. Even so, it may still be easier to build upon it than to start from square zero.

Be aware, though, of the legal implications of working with GNU code. If you release a framework based on it, you'd have to release that framework under the terms of the GPL. You wouldn't necessarily have to GPL the application that uses it, however - just the framework itself.
