I don't remember anything from the HIG on this, but if the user is actively
using the sheet when the it would come up, an application modal alert window
would be appropriate in my mind.
The purpose of a sheet is to be able to ignore a window with a sheet, I
think, so the user could still do that and the alert would only show up if
they decided to respond to the sheet (and did so incorrectly).
Of course, something I have seen done (and now that it comes to me it could
be the best way yet), is to have the submit button enable only when the
input qualifies your rigorous requirements.
I'd go with number 2, personally. Any thoughts?

P.S. Read the HIG first (maybe you did) for this kind of question. Actually,
read the HIG without a reason. It is so good, I can hardly put it down ;-P
But more seriously, you don't want you app to be awkward to the average
end-user.
