in the Apple installed apps, and is really weird.
So, why can't English-style quote marks (specifically, the problem
appears to be the right quote mark) be put in localizable strings?
The use or non-use of quotation marks in these localizations is purely
a matter of language-dependent style. There is no problem with putting
curly quotes in Localizable.strings files. If you can't change the
encoding in ProjectBuilder, open the file in TextEdit and use "Save
As", changing the encoding in the popup to Unicode (UTF-16). You can
examine the contents of your file with /usr/bin/hexdump or any hex
editor--the curly quotation marks typically used in English should be
U+201C and U+201D, while I believe those frequently used in German are
U+201E and U+201F.
