Sorry, I don't know what Librarian and HeaderViever are but it sounds
like you're looking for a tool that scans comments in source and
produces programmer documentation then the tool I use is Doxygen
http://www.doxygen.org.
Doxygen generates HTML, pdf, latex and postscript output. I'm very
pleased with it.
