I presume you're talking about "Project Builder" not "ProjectBuilderWO" (AKA "ProjectBuilder").

If you create a "Legacy Makefile" target you can use Makefiles. PB uses Jam unless you set it up not to. PBWO used Makefiles, but it used odd makefiles ;-)
