It's a user option in my HXD for OS X preference pane, it can move
itself to Network if you like. What you do is modify
/Applications/System
Preferences.app/Contents/Resources/NSPrefPaneGroups.plist to include
your bundle identifier in a group. Note that this might not work in
future releases etc.
