The API's to do this are private. Apple is apparently afraid of the menu
bar becoming as abused as it was in OS 9 with lots of apps sticking crap
up there and cluttering it up.
Some third-party menu extras have been made, though, so apparently
someone's cracked the API. You might want to ask one of the authors of
the shareware menu extras.
