For the picture:
With the Terminal, put a picture in a hidden folder on your disk image
(a folder with a name name that begin with a ".") and then simply set
this image to be the background of the window (menu View/Show View
Options in the Finder). You'll have to type the path in the Finder file
dialog because you will not see the hidden folder. The path should be
something like "/Volumes/YourDMGDisk/.hiddenFolder/YourPicture.png".
For the automatic window opening, I think that if you unmount the disk
image while the window is opened, it will be re-opened automatically
next time the dmg is mounted. not sure.
