32 bytes limit in IE for local files?

hi-

Internet Explorer can't handle links to local files (on a HFS+ hard
drive) with names greater than 32 characters, including the extension
(.html, 5 characters). (not the path length, but the name length) Is
this a limitation of carbon? Which component causes this to happen?
