You can use GraphicConverter, has basic drawing tools: (for $30, you can use it for other means, btw)

What is a low cost way of making an application icon? Photoshop is out of the question. Also my understanding is TIFFany3 would require using the professional version to obtain an image with a transparent background. This would also be expensive. Any suggestions would be appreciated.
