In Safari

http://127.0.0.1
goes to the local computer when the web proxy is off.

http://127.0.0.1
goes to the web proxy (server) computer when the web proxy is on.

seems like a bug to me. (it looks like a bug in CoreFoundation also
see
http://www.vvi.com/~lbland/testURL.gz for a project builder project
demonstrating the bug (run on client computer with web proxy on). )
