I have this problem too which is annoying because I have my home page as http://127.0.0.1/ Safari seems to pass all addresses onto my proxy server but IE dosn't pass localhost or 127.0.0.1.

I think Windows systems have a setting in Ie which says don't use the proxy server for the following hosts and lets you name the hosts. This would be really useful for preferences.

This is perfectly normal for unix, and i assume for other systems as well. if necessary, you could delete the entry, but there's really no reason to do that. 127.0.0.1 will always go to the local computer by default.
