Another suggestion for C beginners would be to subscribe to the
Student-Dev list, which isn't bound to a language in particular. Such
questions do come up there occasionally, and those students who have
serious Cocoa questions are free to go to Cocoa-Dev.
But if you have access to some news service (hint:
http://groups.google.com if you don't mind a web interface instead of
a decent newsreader), comp.lang.c would probably be better. That group
is dedicated to ANSI C questions. Just don't ask about a particular
Mac API there...
Thanks to everyone who has posted to let me (and others) know where to
go for our C questions.
For anyone else following this thread seeking similar answers to me...
I've found groups.google.com to be pretty hopeless. I post a message
and it warns me immediately that it could take up to 9 hours for the
message to be posted. I posted two messages 36 hours ago and only one
of them has shown up so far (although a couple of good replies have
been posted to that one).
I've found another, very helpful site:

Messages appear immediately, and at least if my experience is anything
to go by there are very helpful people there, replying promptly.
That said, I'm not a big fan of web interfaces, so I'm going off to
check the apple student-dev list as well.

mailboxes with off-topic questions (C instead of Cocoa).
