I disagree.

The Finder puts up a warning if I try to delete a running application. If the system is not able to cope with a moved running application, that request should be denied, too. You can't blame it on the user if he does something that the system silently allows but can't handle.

From the more practical point of view it again supports my old rant
that all the application should be in the admin space,

Ugh. Bad idea. We would end up in Windows world where everyone is working as admin.

and all users
should *always* work in non-admin accounts.

And you want to enforce that _how_?
