It's almost certainly related to DNS lookup timeout.

First, I have reports from more than one location, the only common factor is the 10.3.7 update.


I've installed 10.3.7 (clean install) on a test machine and I can fully reproduce the problem!
Its definitely not a DNS server problem, Safari Firefox and Network Utility have no problems resolving names.


However Apple Mail takes more than a minute to launch on that machine!

According to Sampler, Mail also hangs for more than a minute in [NSHost currenthost], after that Mail seems to work fine.
