Utility have no problems resolving names.
However Apple Mail takes more than a minute to launch on that machine!

[NSHost currenthost], after that Mail seems to work fine.
Sounds like a DNS problem even more. Might not necessarily be a problem
with your machine, but rather with how the mail server you're trying to
connect to is set up in the name servers.
