Not only can these quieries not be answered here, some make flawed
assumptions about the code that makes up MDImporters, how SpotLight
tracks files and the permissions that a plugin is allowed. Now while
it's true that we don't know all teh details of Spotlight's workings
and even if we did couldn't discuss them here, but I assume that the
problem of malware importers pwning your box isn't lessened by them
being installed since the user doesn't know what the plugin would do
and the app can install it as part of a pkg or on first launch.
Add to that the fact that no matter what permissions these plugins get
they must have read access at the least in order to read any file it
is given so if it finds emails, passwords, etc, it can still do bad
things. So since it can easily be installed by the app anyway, why not
have it in the App bundle then the Apps are still self contained and
when you remove the application you lose the ability to index files
created by that application, seems logical to me.
