Doesn't happen for me at work (dual 867 G4, Mac OS X 10.3.6, Xcode 1.5). But it does happen for me at home (dual 2 G5, Mac OS X 10.3.6, Xcode 1.5). Although, at home, the first time I open the NSView, the 'untitled' document window remains. It's the 2nd, 3rd, etc. time that I can get it to consistently hide.
I've also verified that when it doesn't get hidden, it does go behind all other open app windows (even windows in other apps).
Original poster should definitely file a bug.
