Original poster should definitely file a bug.

This reminds me of an oddity I often get in the Finder. There, sometimes when I click a Finder window, it also jumps behind all other windows. This leads me to believe that maybe it's a window manager bug, not just an IB bug.


 I haven't been able to reliably reproduce it, though.
