On 10.2, when the LSUIElement key is set to 1 (string), no windows are displayed from the application. On 10.3, it works as documented.

Try setting the LSUIElement key to a boolean.

I'm using LSUIElement set to 1 (string) and this seems to work fine on the 10.2.x systems I've tried.
As Andrew suggested, try setting it to Boolean instead of String. Personnaly I've never seen any difference, but it's worth a try.
