Here are a few reasons why attachments should be included in the list :

1. Security - Attachments can be checked for viruses (when uploaded).
2. Availability - Attachments will exist in the list archives, whereas url links may break in the future.
3. Security - Attachment contents cannot be modified, whereas the data the url points to may change.
4. List members don't need their own web space to post attachments.
5. Storage space - Attachments can be compressed on Apple's servers and decompressed (in real-time) when requested.
6. Bandwidth - Apple's servers will probably have more bandwidth than most user's own web space.

I have no idea whether it is true for all lists at lists.apple.com, but a message I received on the networking list an hour ago had this at the bottom:

-------------- next part --------------
A non-text attachment was scrubbed...
Name: not available
Type: text/enriched
Size: 989 bytes
Desc: not available
Url : http://lists.apple.com/pipermail/macnetworkprog/attachments/20040913/ f7928861/attachment.bin

This seems like a good solution, no one is force fed attachments, but you keep all the advantages of having attachments included in the list.
