Well, actually, no. It's not. Guidelines are not written to be followed to the letter. They're intended to convey what should be a standard gestalt of behavior and appearance unless there's a compelling reason to deviate. It's been a while since I've read the HIG but that distinction used to be made quite clearly in them. Apple has been providing applications that fail to adhere to the HIG "to the letter" since January 1984.
