In Interface Builder, go to the Inspector for a NSWindow. Under "Attributes" select "Unified title/toolbar look". (Obviously, this option is greyed out when "Has texture" is active). Then just go ahead by adding an NSToolbar and you will have something that looks very much lilke Mail.app.
