I'm happy to report that the "Services" facility is alive and well
and still fully supported in Tiger. You can find documentation for
it here:

It appears that iPhoto's MainMenu.nib is missing the "Services" menu
item that's customarily present by default in the application menu.
The problem may therefore simply be that there is no "Services"
submenu for AppKit to latch onto and populate. I don't know whether
this omission was intentional or accidental, but if you'd find it
useful to be able to access services from within iPhoto, by all means
please do file a bug report:
