I had to check because I didn't believe it, but it appears you're
right, there is no Services menu in iPhoto. I didn't even know it was
possible to get rid of the Services menu. But if it is being
deprecated, as opposed to a glaring bug in iPhoto which no one
noticed until now (given how often I, at least, use services from
within any graphics-intensive app, this is not out of the realm of
possibility), it's a real shame, because they're incredibly useful.

As a NeXT user and fan of the Services architecture, I am wondering
if the concept
of Services (verbs operating on implicit selections in the open
document) has been
deprecated. Or, in the case of iPhoto, has the service
architecture been used to
implement some of the features (ie. Mail foto), and as such, sports
an improved UI model
over the existing architecture.
