Minimum window size?

Is there a reason that I can only make a window or panel in IB 113 pixels (guessing pixels?) high and only 213 wide?  I'm thinking of incorporating a floating toolbar by using a utility panel with a toolbar on it, but I want it slimmer than 113 pixels for height (and slimmer than 213 wide if I decide on a vertical toolbar).

If it helps, I really like the look of the floating toolbar in AppleWorks.  Am I going to use Carbon to get the effect?  Or will I be stuck with the larger sizes if I want to keep Cocoa?  Thanks in advance.
