If I change the values in the minimum size boxes on the inspector palette (below the separator line) to 0 & 0, I can get my window and/or panel down to 131(w) by 5(h) before IB insists it knows best.

I'm thinking of incorporating a floating toolbar by using a utility panel with a toolbar on it, but I want it slimmer than 113 pixels for height (and slimmer than 213 wide if I decide on a vertical toolbar).
